A boy drops a tennis ball from the first floor on a cemented floor .He notices the ball bounces back up , but does not reach back to his hands.Is Newton's third law violated?

newton third law= "TO EVERY ACTION THERE IS AN EQUAL AND OPPOSITE REACTION"

the reaction force is same but there is air resistance caused which reduces the speed of the ball.
