a boy makes a ruler with graduations in cm on it(i.e., 100 divisions in 1 m). To wht accuracy this ruler can measure? How can this acccuracy be increased?

Therefore, the accuracy to which it can measure is the centimeter division. Any reading done using this scale can measure the length up to accuracy of centimeter.

To increase its accuracy, the scale must also acquire millimeter division. By introduction of millimeter division, accuracy increases up from centimeter to millimeter. As 1 meter has 100 centimeter and further 1 centimeter has 10 millimeter.

1 m = 100 cm

1 cm = 10 mm  

1 m = 1000 mm

Thereby, the accuracy increases to millimeters.
