It measures in cm that is 100 cm = metre..
to increase its accuracy you can divide the cm divisions to mm divisions..
For that you'll have to divide the ruler into 100*10 divisions that is 1000 divisions as 1 cm = 10 mm..

like you are measuring in cm but if you want to measure mm by metre scale you have to increase the number of division upto 1000 divison in 1 m so your accuracy will increase
