P=v^2/R should be use here.
P=24W
V=12V
P=v^2/R
24=12*12/R
R=24/12*12
R=1/6 ohm
if it is connected to 6-v supply then power will be
P'= v^2/R
P'=6*6/1/6
P'=6W
