For give Voltage and resistance

Power dissipated can be calculated as

P = V²/R   (∵ P = VI    and I = V/ R  => P = V²/R )

Case 1  

V = 10 V

R = R

P₁ = 10²/R

=> P₁ = 100/R

Case 2  

V = 20 V

R = R

P₂ = 20²/R

=> P₂ = 400/R
