depends on the ‘design voltage’.

If it is an Incaandescent Light Bulb, and is designed for a working voltaage of 220 Volts, then for the first 10 to 20 cycles of power, the filiaament will be cold, and since it will not be ‘hot ‘ yet, then the resistance will be approximtely 1/10 of the nominal value when oepraating.

However, this question only states “ A bulb of 40 Watts” and does not state the type of bulb: CFL , Incndescent, LED, LinearFluorescent etc.

So, with that in mind, and other answers here.

Also, the question neglects to tell us DC or AC, since The Type matters, and follows these ‘rules’

LED : Both

Incandescent Both

CFL , AC only

Fluorescent: AC only.

Given what is missing, the rest are all guesses, and like all estimates are subject to revision.

If it was an Incandescent, and was designed for 200 V, what happens then?

Well, insteaad of lsting 1,000 hours of design life, it may be down to 100.

So for 100 hours it will glow extremely bright, since it is a 200 Volt bulb in a circuit designed for 220.
