when current passed through a solution of vinegar a bulb glows dimly because vinegar contains acetic acid. Acetic acid is weak acid as well as weak electrolyte.In aqueous solution, it dissociates in very small extent to give hydronium ions and acetate ions.

Electricity passes much better in an electrolytic cell when the electrolyte is stronger. As CuSo4 is more stronger than CH3COOH and dissociates completely the bulb glows brightly.
