The more the mass, the less would be the kinetic energy. In this instance we consider the mass of the gun be more than the bullet, so the bullet will have higher kinetic energy than the gun.
If we calculate the ratio between kinetic energy of rifle to that of bullet, it would be less than 1.

the kinetic energy in bullet should be greater beacause it has less mass as compared to gun
