A bullet shot with high velocity pierces through a window pane, whereas, the pane is shattered by a pebble thrown at it. Why?

When a fast-moving bullet strikes the glass, the force of the bullet quickly disintegrates the glass where the bullet strikes, while the surrounding pane is unaffected due to its inertia. In other words, the mass of the glass holds the pane in place long enough for the bullet to punch through. The pane does not move.Whereas the pebble thrown would be travelling much slower,when it strikes the glass it will not have sufficient force to quickly disintegrate the glass.Therefore, it may deform the entire pane relatively slowly until it shatters.

Explanation:

The velocity of bullet is higher than that of stone. Bullet having high velocity posses high momentum. When bullet with high momentum strikes on window pane it's velocity decreases and momentum reduces as well, this sudden change in momentum causes large impulsive force to the window pane and creates a hole.

While the velocity of stone is less, so its momentum will be low. When it strikes window with low velocity and momentum, the change in momentum  will be every less and stone remains in contact with the window pane for a longer time which causes cracks in the window pane.
