In case of bus

Distance = 126km
time taken = 3 h

Speed = Distance / time = 126/3(km/h) = 42km/h

In case of train,

Distance = 315 km
time taken = 5h

speed = 315/5 (km/h) = 63 km/h

Their ratio:

 \frac{speed \: of \:bus}{speed \: of \: train} \: = \frac{42}{63} = \frac{2}{3}

i.e The ratio here will be 2:3
