acceleration = v-u/t

here in the given question

initial velocity( u) = 80km/ h

final velocity ( v) = 60km/h

time = 5s

a = ( 60- 80)/5= - 20/5 = -4m/s²

the negative sign here implies that the velocity is decreasing with time

therefore it is retardation

retardation = 4m/ s²
