A bus driver goes the wrong way on a one way street. He passes the cops but they don’t stop him. Why?

The cops doesn't follow the driver, because then cops will also be going the wrong way.

Given the bus driver is going the wrong way.
Definitely vehicles will be moving towards him on the road.
He passes the cops.
If the cops were to follow him, they would also have to take the wrong direction.
Hence they does not follow him.
