I believe the speed of the scooter has to be 20m/s. The bus is moving at 10m/s, so in 100 seconds it will move 1 km(1000m). Then the scooter has to travel 2000m in 100 seconds, considering the fact that it was already 1km behind. So 2000m/100s=20m/s
