Step-by-step explanation:

Suppose there are n passengers aboard at the start.

Remaining passengers after 1st stop = n - n/7 = 6n/7

Remaining passengers after 2nd stop = 6n/7 - n/7 = 5n/7

Remaining passengers after 3rd stop = 5n/7 - n/7 = 4n/7

Remaining passengers after 4th stop = 4n/7 - n/7 = 3n/7

Remaining passengers after 5th stop = 3n/7 - n/7 = 2n/7

After 6th stop only n/7 passengers remain

now n/7 => 4

n = 28
