What you need to know to solve this question is the basic properties of indices .

One property of indices states  :

x^{-1}  = \frac{1}{x}

\frac{1}{-4^{-1} } = -4\\\\ \frac{4}{7^{-1}}  = 28\\ \\

Now we can clearly see that the answer is -7 .
