let maximum mark = 100%
passing mark is 35 % and after to obtain 40 mark he could pass if he would have gained 30 more. means if he gets (40+30) =70mark , he will pass.
so 70 mark will be equal to 35%
if 35% = 70 then 100% = (70/35)×100
= 200 mark.
