Here is the answer.

If the cohesive forces among the liquid itself are stronger, they will resist adhesion and cause the liquid to retain a spherical shape and bead the surface.

When the cohesive force of the liquid is stronger than the adhesive force of the liquid to the wall, the liquid concaves down in order to reduce contact with the surface of the wall.

Hence, if a capilliary tube is placed vertically in a liquid if choersive force is greater than adhesive force then a concave down meniscus will form.
