Because of Newtons law. If you hit something with no give, you will experience the most of the impact with nothing to take away from it. That hurts. Alot.
If you hit a softer barrier, some force is distributed to that material before the 2nd and 3rd impacts take place.
What 2nd and 3rd impacts? First, your car hits somethings, 2nd you hit interior parts of car, 3rd your internal organs hit the inside of your skull, ribcage, etc.

0n the other hand, the impact of reaction force imparted by the concrete wall would be very large which might cause serious incident, thereby damaging the car & hurting the driver.
