The average velocity =2/(1/40+1/60)

=(2*40*60)/(40+60)=48km/hr

Let the distance between a and b is x

so,, time taken from a to be = 40/x

and time taken from b to a = 60/x

so, total time of journey= 40/x +60/x

average velocity=total displacement/total time

average velocity= 0/tatal time =0 {because car would be back at its initial point}
