u=60km/hr= 60×5/18= 25m/s

v=0

s= 200m

v²-u²=2as

a= v²-u²/2s

a= 0²-25²/2×200= -625/400= -25/16= -1.5625m/s²

t=v-u/a = 0-25 / 25/16 = 16seconds
