let the total distance be x

1/3 of x = x/3 .

distance remaining = x - x/3 = 2x/ 3

speed for 1/3 of distance = 20kmph

speed for the rest = 60kmph
average = sum of speed / time

so , 60 + 20/2 = 80 /2 = 40
so your answer is 40.
