basically, relative velocity of a with respect to b is given as V_{ab}=V_a-V_b

where, V_a represents velocity of a and V_b represents velocity of b.

here, velocity of car, V_{car} = 50km/h

and velocity of jeep, V_{jeep} = 75 km/h.

then, velocity of car with respect to Jeep, \bf{V_{car,jeep}=V_{car}-V_{jeep}}

= 50 - 75 = -25 km/h. it means, car moves 25 km/h opposite direction with respect to Jeep.

similarly, when we talk about velocity of jeep with respect to car, \bf{V_{jeep,car}=V_{jeep}-V_{car}}

= 75 - 50 = 25 km/h , it implies jeep moves 25km/h same direction with respect to car.
