A car mounted on shock absorbers is like a mass on a spring. If we ignore damping, how will the frequency of the oscillations change if passengers (or heavy load) are added to the car?

First, the chassis isn’t mounted on shock absorbers. The chassis is mounted on springs. Shocks are used to control the oscillation of the spring. The stiffer the shock the more control of the oscillation. Now to the other part of your question, the oscillation will change according to the weight of the vehicle. The question is how much weight or how little weight will affect the ride. The heavier the load the lower the vehicle will sit, the lower the vehicle sits the harder the ride.
