Speed = 54 km/h = 54*5/18 = 15m/s
Final velocity = 0 m/s
Time = 10 seconds
Acceleration = (0-15)/10 = - 15/10 = 1.5m/s
But here we are calculating the force applied by brakes so it will be taken positive.
Force = mass*acceleration
= 480*1.5 Newton
= 720 Newton
So, 720N force is applied.
