Speed = 60 km/ hrs

As we know the formula

Time = Distance/Speed
 = \frac{210}{60} \\ \\ = \frac{7}{2}hrs \\ \\ = 3 \: hrs \: + \frac{1}{2} \times 60 \: min \\ \\ = 3hrs \: 30 \: mins
Therefore
car reach at B is 9:30 a.m + 3 : 30
= 1: 00 p.m
