let's first convert 60km/ hr into m/ s= 16.67 m/s
now convert 2hr20min into second= 8400 s
now,s= speed* t
s= 16.67*8400
s= 140028 m
according to the question
60km/ hr+ 10km= 70km/ hr
now again convert 70km/ hr into m/s=19.45m/s

distance covered by the car is same in both the case
time taken to cover the same distance=
t=s\speed
t= 140028/19.45
t=7199.38seconds

answers are in approxed value
