Distance covered by car = 150km

since 60min = 1 hour, therefore, 30min = \frac{1}{2} hour

∴ time taken by car in hour = 2 +  \frac{1}{2} = \frac{4+1}{2} = \frac{5}{2} hours

we know that, speed = \frac{distance}{time taken}

Hence, speed of the car = \frac{150}{\frac{5}{2} } =  \frac{150}{1} x \frac{2}{5} = 60 km/h

Similarly,  

Distance covered by train = 160km  

Time taken by train= 2 hours

we know that, speed = \frac{distance}{time taken}

Hence, speed of the train = \frac{160}{2} = 80 km/h

Now let us find the ratio,

i.e, speed of car : speed of train

= 60 : 80

= \frac{60}{80} = \frac{3}{4}

= 3:4

Therefore, the ratio of the speed of car to the speed of the train is 3:4
