Car finally reaches to its initial position.
Displacement covered by car is 0

Average velocity = Total displacement / Total time
= 0

∴ Average Velocity of car is 0

This question is a bit tricky. See, it has given you the speed in the journey and asked you the average velocity. We know that average velocity is given by displacement divided by time taken. See that the initial and final point ofthe journey is same; hence displacement is 0. Thus average velocity is 0.
