let the CP be Rs.100

MP=100+40(40%)
MP=140

discount=30/100*140
D=42

SP=140-42
=RS.98

loss=2

LOss%=2/100*100
loss%=2%

Solution:

Let

Cost price of cell phone=Rs 100

Marked Price of cell phone=Rs 100+40% of 100

Marked Price of cell phone=100+\frac{40}{100}\times 100=Rs 140

Discount=30% of 140

Discount=\frac{30}{100}\times 140=Rs 42

Selling price of cell phone=M.P-Discount=140-42=Rs 98

S.P>C.P

Therefore, loss=C.P-S.P=100-98=Rs 2

Loss%=\frac{loss}{C.P}\times 100

Loss%=\frac{2}{100}\times 100=2%

Hence, loss percent made by the shopkeeper=2%
