No, it doest mean the father is not producing y - bearing Sperms .
As in this case the X would be combining with the X from Female .

it means thaat sperm x always firtilizes with ovule. every male has x and y both bearing sperms .when x firtilizes it gives male baby and when y firtilizes it gives female baby.
it is just a coincident that only x sperm firtilizes every time

Btw if sperm(x) fuses with egg(x) than daughter is produced and when sperm(y) fuses with egg(x) then son is produced
