The rate of effusion is inversely proportional to the molecular mass.

r2r1=Mw1Mw2

The rate of effusion is the ratio of the volume effused to the time taken

t1V1×V2t2=Mw1Mw2

Volume is same, so  13=4Mw2

                                  9=4Mw2

∴Mw2=36
