In honestly I have no idea what is meant by a substantive solution - and I have no idea as to its significance in the problem

But you have 16.9 g HNO3 dissolved in 175 mL solution:

Calculate mass of HNO3 in 1.0 L solution

That is 1000 mL/L / 175 mL * 16.9 g = 96.57 g HNO3 /L solution

Molr mass HNO3 = 63.0 g/mol

Mol HNO3 in 96.57 g HNO3 = 96.57 g / 63.0 g/mol = 1.53 mol HNO3 dissolved in 1000 mL or 1.0 L solution

Final molarity = 1.53 M
