To find:

x is % change in KE. Now x/3 = ?

Calculation:

Initial KE = ½mv² .

Now, new velocity is

 \rm v_{2} = v \times  \dfrac{110}{100}  =  \dfrac{11v}{10}

So, new KE = ½m(11v/10)²

=> new KE = ½mv² × 121/100

So, % change in KE :

 \rm  x =  \dfrac{ \frac{1}{2} m {v}^{2}( \frac{121}{100}  - 1) }{ \frac{1}{2} m {v}^{2} }  \times 100\%

 \rm  \implies x =  \dfrac{ 121 - 100  }{ 100}  \times 100\%

 \rm  \implies x =  21\%

 \rm  \implies  \dfrac{x}{3}  =  7\%

So, value of x/3 is 7%.
