A charged body will always attract another charged body.

At same time a charged will also repulse another charged body and it is dependent on the charge of the materials. Similar charges repulse each other and opposite charges attract each other and that's why never found an insulator to be affected by any charged body.

But the question is that what will be incase of electrostatic force?

Then follow carefully that incase of electrostatic force we use the insulators and we create charge here by such as ebonite rod or amber by rubbing with cotton or silk and all are insulators here and in this case either one of the insulators acquires a positive charge and the other is negative charge. And in this case the attract the materials which have free electrons or have a deficiency of electrons.
