we had consider P +ve
now let Q +ve so P&Q will repal due to same change so Q as +ve and R as -ve they will be attractve force.

The charged rod attracs to the ebonite rod because there is unlike charges between them . on the other hand it gets repled to another charged rod because like charges repel .
Unlike charges attracs each other and like charges repel each other .
