It is because distilled water has less minerals and dust particles. Sea water has more minerals which helps the electricity flow

Owing to the presence of large amount of various ions in salty sea water it acts as a better electrolyte and helps in the flow of electricity. Drinking water in comparison has very less amount of ions and is weakly ionisable so the bulb glows more brightly in case of sea water than the drinking water.
