Solution:

Circle with center (h , k) and radius r

(x - h)² + (y - k)² = r²

(x - 2)² + (y + 4)² = r²

passes through  (5,-8)

=> ( 5 - 2)² + (-8 + 4)² = r²

=> 5² = r²

(x - 2)² + (y + 4)² = 5²

any point (a , b)

(a - 2)² + (b + 4)² = 5² lie  on the circle

(a - 2)² + (b + 4)²   <  5²  lie In the interior of the circle

(a - 2)² + (b + 4)²  ≥ 5²  does not lie In the interior of the circle

if point (a , b) is given just substitute the values and check where the point lies
