moment of inertia(I)=10×.04

=.4kgm^2

torque=I×a (a is angular acceleration)

a=.4/10

=.04m/s^2

initial angular velocity=0

a=.04

t=6

so,

W=0+.04×6. (W is final angular momentum)

=.24m/s
