According to given condition

 \bf \pi  {r}^{2}  = 314

 \bf  {r}^{2}  =  \frac{314}{\pi}

 \bf {r}^{2} =  314 \times  \frac{22}{7}

 \bf {r}^{2}  = 100

 \bf r =   \sqrt{100}

 \bf r = 10m

Since Sprinkler can cover the garden with a radius of 12m as the radius of the circular garden is only 10m.

∴ Sprinkler can water the entire garden.
