Area = πr²

Area of the park = π(122)² = 14884π m²

Area of the park and flower bed = π (122 + 1 + 1)² = 15376π m²

Area of the flower bed = 15376π - 14884π = 492π = 1546 m²

Answer: The area of the flower bed is 1546 m²
