Diameter of the circular park =d=28m
Radius of the park =r=d/2=28/2=14m
Width of the track outside the park =w=3.5m
Radius of the outer circle =R=r+w=14+3.5=17.5m
Area of the track =outer circle area -inner circle area
=pi×R^2 - pi×r^2
=pi(R^2-r^2)
=pi(R+r)(R-r)
=pi(R+r)w
=22/7 ×(17.5+14)(3.5)
=(22×31.5×3.5)/7
=22×31.5×0.5
=346.5 square meters
