A city 'Z' lies on the banks of a river 'M'. It has a poor water drainage system . Every time it rains heavily , there is a fear of flood . Why do you think it is so?

This is because the rain water collects in the place and does not have the place to go to the sea. As mostly all the drainages join to the sea. Because there is poor drainage system the water cannot flow to the sea, and the river might fill up due to the rain water , this also adds to the reason of frequent floods
