Because of refraction of rays of light. When light enters from air to water (less dense medium to denser medium), the rays bend towards normal.

The refraction of lightat the surface of the water makes pond and swimming pools appears shallower than they really are, if it meets the glass air boundary at any angle other than 0°.it will refract away from the normal.
