It is important to update and upgrade data security systems over a period of time and the main reason of this is mentioned in the last option i.e new security threats keep on emerging and it is highly possible that if a system which is secure in past may not be secure with the new threat.
That is why the anti virus system in software keep on updating to newer versions to keep abreast of these security threats
