Solution:-

Let ABCD is the given piece of cloth and EFGH is the inner rectangle (See the figure)
Length of the cloth piece = 6 m and breadth = 2.5 m
Area of the rectangle ABCD = 6*2.5
= 15 sq m
Length of the inner rectangle EFGH = 6 - (0.2 + 0.2)
= 6 - 0.4 
L = 5.6 m
Breadth of the inner rectangle EFGH = 2.5 - (0.2 + 0.2)
= 2.5 - 0.4
B = 2.1 m 
Now, area of the rectangle EFGH = 5.6*2.1
Area of the inner rectangle EFGH = 11.76 sq m
Now area of the border = Area of the rectangle ABCD - Area of the rectangle EFGH
= 15 - 11.76
Area of the border = 3.24 sq m
Cost of painting the border = Rs. 5 per sq m 
Total cost of painting the border = 5*3.24
= Rs. 16.20
