Because it can not show life processes. Life processes are the fundamental criterion to decide whether something is alive or not.

Cloud is one of the most important part of any particular region's weather and atmosphere.
Any cloud is made out of water vapour and dust particles,which are lighter than the air, that's why clouds move through the air flow.
And cloud gets bigger due to the increasing amount of water vapour in the atmosphere,and both of these phenomenons are not associated with any kind of biological process.
