Fog is generally considered as Clouds near the ground.
How Fog is formed :
When warm moist air passes over a cooler ground or sea surface andthat cools the air to its dew temperature causing condensation of water droplets into liquid on dust particles floating in air.
If we see the view from aeroplane , we can feel as if the clouds have come near the Earth or ground.

There are low clouds which are known as stratus, cumulus and stratocumulus, which are based on the altitude of around 6,000 feet or lower than that.
Then there is a cloud which is known as fog and is a kind of stratus cloud which reaches to the ground.
When the warm air rises from the land it expands and cools down at the same time, warm air can hold more water vapor as compared to the cool air, their tiny droplets are formed around each dust particle which rises from the ground. So when these droplets combine together with each other they become a rather visible cloud.
