A coil does not consume any power it should be resistive?

Yes, It is resistive as it is not consuming power...

hmm thanks for asking

according to the formula in the pic power is inversely proportional to resistance which means that if we increase resistance power will decrease therefore in your question as you say it does not consume any power so the conductor will be highly resistive.
