when dropped in air the coin will reach first as the paper being light suffers air resistance . Thus the resistive force offers an upward thrust to its motion thereby increasing its time of decent. The coin being heavier suffers negligible air resistance.
When dropped in vacuum both of them reach at the same time as air resistance will be absent and acceleration due to gravity is independant of mass
