Here the relation between per staff and the number of students is:

For every staff, there are 14 students, ie: the ratio is 1:14.

How we got this is by doing:

 Staff:Students = \frac{Staff}{Students} \\ = \frac{250}{3500} \\ = \frac{25}{350} \\ = \frac{1}{14} = 1:14

Thus we got the ratio as 1:14.
